Essentially, it happens whenever the supply of a good drops while demand stays the same, or if demand increases and supply remains stagnant.Because some goods and services are more prone to price changes, the Bank of Canada uses a concept called “core inflation,” which eliminates some of the more volatile elements such as food and energy.
