The idea has been formulated by the Victoria Energy Policy Centre , which has suggested a capacity market would be incapable of underpinning the investment needed for an electricity system running on renewable energy. The centre noted that private investors already had "considerable interest" in building new solar and wind plants as well as transmission lines.

While desirable, RE is still a long way to meeting the needs. It is so unwise to cause social unrest due to foolish alarmism about fossil fuels.
