We do not consume carbon, unless you mean the plants we eat? Or do you mean activated charcoal? By living our lives working to pay for food and shelter we produce carbon. This headline sucks.

Although they would be regressive and mightily unpopular, high consumption taxes, à la cigarette taxes, may change our habits and slake our thirst for fossil fuels, while boosting revenue for programs like building a greater public-transit infrastructure.

Wtf. That's the old guns dont kill people... people kill people copout. Ridiculous
