bump stocks exist only to 'get around' the strict licensing requirements for full auto. They should fall under the same licensing.

Can we just get an ban on idiots with guns? Like if you have more guns than rights hands...no guns for you. If you need more bullets than your gun can shoot at once, not bullets for you.
