Los Angeles business owner Paul Scrivano joined 'Fox & Friends First' to discuss how the city is taking action to combat the drug surge and why he doesn't consider the effort even a 'Band-Aid' to the issue.is slamming the latest effort to curb opiod-related deaths in Los Angeles by deploying mobile teams with oxygen cylinders to help homeless addicts on Skid Row.
