Plans yet to be negotiated include bringing nursing programs and building a virtual production studio in Otay Ranch

Chula Vista leaders have given initial approval to a fresh plan they hope will kickstart the migration of four-year universities to the county’s second-largest city and bring new economic development opportunities after the original vision flopped.

Phase two suggests building an 89,600-square-foot virtual production studio campus on an undeveloped lot across the street from the library on Millenia Avenue. The city would first acquire the 9-acre lot from Millenia 2022, LLC which the city said it secured an option to do so for $1 and the ability to assign its rights to any individual or entity, including Chula Vista Entertainment Complex.

He told the City Council that San Diego had the potential to be a big player in the entertainment business, but after Stu Segal Studios moved on from the television industry in the early 2000s, “Hollywood…left San Diego.” Roberts, 30, said he pitched his vision to Mayor John McCann and City Manager Maria Kachadoorian in January, around the time SDSU and the city pulled out of their original plan.

The new vision for tenants at the library and virtual production studio comes after failed negotiations last year with SDSU. Nathan Harrenstein, an education director for the San Diego Theatrical Training Corporation, said the project’s site “has a specific market that definitely works out very well” because of its proximity to Los Angeles and Mexico.
