The Feds legalized pot, rather than simply de-criminalizing it, because legal sale meant a huge tax windfall for government. More money coming into the coffers means more money they can give away domestically, and internationally, to buy votes and international prestige. Sad!

If a government stands to lose money due to a black market of a taxible good, historically they amp up enforcement to avoid financial loss. They will probably crack down harder on illegal grow ops after it is legalized and part of a tax revenue stream than before it waa legal.

Currently, pot smokers claim to spend $7.00 per gram on the black market. BC is thinking the price, including tax, should be closer to $10.00 per gram. Maybe BC should recalibrate their expected tax windfall.

Classic change management challenge. Forget about getting the pricing right for now. Job 1 is manage the cultural shift. Once it’s legal and flowing, then we figure out the the pricing and put pressure on the black market. You can’t boil the ocean.
