Darwin most recently served as an environmental attorney and shareholder at Gallagher & Kennedy. Prior to this, he was chief of operations at the U.S. Environmental Protection Agency and as the State of Arizona's chief operating officer.

In his role with the state, Darwin oversaw operations of 35 state agencies and more than 35,000 employees, the city of Peoria said inThe city manager serves as the city's CEO and is responsible for implementing policy and programs of the elected officials as well as managing city operations. The for Darwin said he will be paid an annual base salary of $275,000 and he will take over the job starting Jan. 30.Jeff Tyne, who announced his retirement as city manager in January, will be retained as a special consultant to the city manager until July 2023 with an annualized base pay of $265,000.following the election of Peoria's new mayor, Jason Beck, the CEO of Peoria-based TYR Tactical, a body armor manufacturer.
