When Deutsche Bank AG and Commerzbank AG sat down to discuss a merger six weeks ago, it was largely in response to months of lobbying by the German government to create one strong national bank from two weak ones.
Now that these talks have collapsed, there is very little Berlin can do directly to prop up the lenders.
