The investment chief also said the global amount of spending could be up to $12 trillion and will have a"tailwind that's going to be very stimulative in '21 and '22." He said Citi has written to all of its clients in the last several weeks that this is a very important tailwind. "There are parts of the market that are going to roar ahead in the future and parts like technology that are going to move very modestly ahead because they're so fully priced and discounted so much of the future already today," he said.
