The usually bustling East 4th Street was deserted during the first two months of the COVID-19 pandemic in 2020. Two people in Cleveland face felony charges after prosecutors accused them of creating fake businesses and obtaining fraudulent federal loans meant to help companies that lost income during the pandemic.
