Bos then submitted his own application with the city in November 2022. At the time of submission, he was told by the receptionist that a decision is provided typically within two weeks. Bos filed the petition seeking an order from the court to compel the city to issue the permit for the 4600 property. He also sought damages incurred from the delay in granting the licence to the other property.
