The Dhulbahante are a case in point. The idea of a counter-administration has been around for a long while, and the Dhulbahante effectively governed themselves for much of the 1990s and early 2000s . This was formalised with the establishment of the Sool, Sanaag and Cayn administration in 2009, followed by the short-lived Khaatumo administration in 2015. In recent years, support for a counter-administration has waxed and waned.

You can’t term Somaliland a de facto state as it never had control over the SSC regions which form half of the territory of historical British Somaliland. Obviously, you want to divide Somali people as you try very hard to create a fictional clan enclave in northern Somalia.
