Judson ISD trustee Rafael 'Rafa' Diaz, running for re-election May 6, missed or messed up several campaign finance reports, his opponent Monica Ryan told the Texas Ethics Commission in a complaint. She also took it to the Bexar County Sheriff's Office.

The election challenger of Rafael Diaz, a Judson ISD trustee, has filed a complaint with the Texas Ethics Commission about his campaign finance paperwork.The Texas Ethics Commission said it will investigate a complaint against Judson Independent School District trustee Rafael “Rafa” Diaz that alleged he has failed to file several required campaign finance reports since 2021.

Diaz said he would check on the requirement for semi-annual reports and correct the problem if needed, but disputed the complaint's accusation that he never filed an initial statement naming his campaign treasurer, releasing a copy of it. The Judson ISD website regularly posts such reports but didn't post that one.

Ryan is Diaz’s challenger for Place 7 on the board, an at-large seat representing the entire school district. Her ethics commission complaint Feb. 9 made numerous allegations about Diaz's campaign finance paperwork, including a list of 37 mislabeled contributions and expenditures. Ryan also alleged that Diaz failed to file proper documentation with his 30-day and 8-day pre-election reports in order to seek reimbursement of any political expenditures from personal funds, but the TEC letter said Ryan did not “provide any factual allegations indicating” that Diaz sought a reimbursement for political expenditures, or that a reimbursement was made.
