The Singapore Institute of Architects has drawn up a new Value Articulation Framework to boost the industry and address issues such as brain drain and low wages. It includes a tool to calculate timelines, as well as the cost of services. This was announced at the 18th Singapore Archifest.

It is hoped that this framework will help eradicate "fee-diving", where firms quote well below market rates for tenders. The institute said firms today are doing almost double the work compared to 20 years ago, but they are now pricing their fees three to four times less.
