Victoria’s property and payroll taxes as well as its red tape burden saw the state ranked in last place, with BCA boss Bran Black pointing to Victoria's highest stamp duty in the country, the third highest land tax, significant business licensing requirements and a payroll tax scheme which combines a high rate with a low threshold.

“Victoria is now the worst state in the country for doing business, thanks to ten years under premiers Daniel Andrews and now his understudy Jacinta Allan,” she said. “That's what's needed now, right around our country: an appreciation that government doesn't have a dollar to spend that it doesn't get from taxpayers; and that it's successful businesses and people who work ahead and aspire to get ahead, that creates wealth, not ever bigger government,” she added.

Mr Seeley singled out the Victorian government’s “ill-advised energy policy” as the biggest problem for the company, describing it as an ideologically driven “anti-gas obsession”.
