The United Davao Delivery Riders Association (Uddra) hailed the move as a victory for the city’s delivery riders, who had been required to obtain business permits for the past three years.

They thanked the City Council and former Councilor Pamela Librado-Morata for their support. Despite progress, Uddra said that challenges remain and vowed to continue advocating for the rights and welfare of delivery riders in the city. The ordinance, which was approved on its third and final reading, seeks to repeal seven provisions of the 2017 Revenue Code. This amendment aligns with the Joint Memorandum Circular No. 01, Series of 2021, and the Department of Finance Local Finance Circular No. 001-2022, and reduces the financial burden on delivery riders, who previously paid ₱3,000 to ₱5,000 for business permits
