Ukraine has warned its citizens not to travel to Russia, and advised any Ukrainians currently in Russia to leave immediately.

This is CNBC's live blog tracking Wednesday's developments in the Russia-Ukraine crisis. See below for the latest updates.

Ukraine warned its citizens on Wednesday to avoid traveling to Russia and to leave the country immediately if they are already there. The move came after Russian President Vladimir Putin said Wednesday that Moscow is "always open" to diplomacy, days after ordering troops into eastern Ukraine and recognizing the independence of two self-declared republics in the region.

Amid the prospect of further Russian aggression in Ukraine, the European Union was set to hold an emergency emergency meeting on Thursday, and was reportedly considering another round of sanctions on Russian individuals. Officials from the United Kingdom and United States also threatened another round of retaliatory measures after they announced initial tranches this week.
