I dont understand why govt can't be proactive Why must people lose their lives or suffer other harm before government takes action

Obama put them in and Trump took out the rules and now the mess we have in Ohio and also Michigan. Congress needs to put them back in which were removed.

Reactionary Dem Govt. This is why everything they do is DMV like. Down size the fed govt. and Term limits please
