Neither tax breaks nor quotas can solve the discrimination problem. This can only happen when employers remove prejudices/bias and employ on the basis of merit, abilities & skills to perform the job/task needed; regardless of past practices, pressures & govt policies! NEEDS GUTS!

Is not discriminations is qualities resources and your credibilities and experiences and educational profiles !!! Quotas are not the measures for qualities employees !!! No employers want to employ deadwoods and non performing employees !!!

Please if your want to do it then start from civil worker fist. That is no event 1% of other race in civil worker.
