The presiding officers of both houses will hold crucial rules meetings this week as parliament navigates new ways of doing business without a majority party.

On Tuesday, 58 members of the uMkhonto weSizwe Party, who boycotted the first sitting of the National Assembly earlier this month, will be sworn in to complete the house.Without a cabinet, parliament is unable to establish oversight committees that will monitor the work of the executive.New presiding officers will convene separate rules meetings to determine the formula for party whips whose job it is to maintain discipline and how speaking time will be allocated to all parties during debates.
