SBA loan rules exclude industries seen as morally questionable or speculative

Lap dances and social distancing don’t mix, so Scott Lizza closed his Monroe’s strip club in West Palm Beach, Fla., in mid-March. Unlike other small businesses, his place wasn’t eligible for the government-guaranteed loans aimed at keeping employees on the job.

He says he can’t afford to pay his 125 staffers without the government aid. “My business isn’t illegal,” says Mr. Lizza, who calls his establishment an “adult night club.” He says his industry has evolved from “places you didn’t want your wife to know you went” to places...
