” Mr Farrell argued the economic support for small business, the tourism industry and workers should have been kept in place until there was an indication things would return to normal. “The federal government has a special responsibility in this area … the decisions to close the Australian borders were decisions made by the Australian government, they weren’t made by state governments,” he told Sky News.

It was difficult for the federal government to act because of the uncertainty of state borders. We need to keep state borders opened.
