Local institutions like the University of California, Berkeley and Lawrence Berkeley National Laboratory produce a venerable stream of young, innovative companies in the city of Berkeley. Now, city leaders say, it needs to work on retaining them.

Berkeley has long been a place where research and development startups are born. Now the city wants to be a place they’ll stay.

Robinson, alongside his council colleagues and other city leaders, believe implementing the recommendations highlighted in the initiative could help Berkeley retain more of the talent and companies birthed by area institutions like the University of California, Berkeley, Lawrence Berkeley Livermore Lab. That retention, in turn, could significantly boost Berkeley’s local economy and employment base.

Amend Berkeley’s regulations on biosafety levels, which are used to identify protective measures needed in lab work, to bring them in line with neighboring jurisdictions., a longtime UC Berkeley professor who serves as faculty director of Berkeley’s Bakar Bioenginuity Hub, said the R&D community — including the startups that Bakar incubates — has long known that existing zoning laws in the city aren’t exactly friendly to the industry’s growth.
