Will this controversial housing tower pass a second review by the city?

The Board of Supervisors' vote last year to delay a 27-story residential tower approved for SoMa triggered a state investigation and lawsuit and became a symbol of San Francisco's fierce debate over getting housing approved.

Now the 495-unit tower proposed by Build Inc. at 469 Stevenson St. is back with an amended draft environmental impact report. It is scheduled to head to the Planning Commission for comment on Dec. 8. The EIR has been the main point of contention in the ongoing saga. The board voted 8-3 in October 2021 to uphold an appeal of the project on the grounds that the environmental study was inadequate.

The board's vote directed the city's Planning Department to redo the study, but this time hone in on how the largely market-rate tower would impact the surrounding Sixth Street community, such as fueling . At the time, the supervisors also voiced concerns about its impacts on adjacent historic resources as well as its seismic safety.
