How many billion dollars is 2% of GDP? That's the ADF portion of the annual budget, irrespective of the economic climate or debt. The previous Labor government reduced it to 1.5%, the Coalition pushed it back up to 2%.

A 'National Reconstruction Fund.' does not include defense spending by necessity, it is a political decision to create delay to score points such an act is indefensible. You can separate defense spending- what is it doing in there anyway - just trying to score points with China.
