Andrews today conceded the business case behind the event was flawed but said some factors were not "forseeable"."The decisions were made based on those numbers very soon after."Some things are foreseeable and some things aren't."The premier insisted he took "responsibility" for the abandoned games, saying he wasn't looking to shift blame.
