Reports of sexual harassment, bullying and physical abuse has went unchecked over the past 50 years in the Victorian racing industry, a report has found.

Racing Integrity Commissioner Sean Carroll released an "extensive and confronting" 78-page independent review into the industry on Wednesday.

This included being whipped on the genitals, being burnt with hoof oil or shoe polish, or being locked in the boot of a car for hours. Historical harm was uncovered as far back as the 1970s, with 80 per cent of victims subjected to harm in their first three years in the industry. "And while the industry has come a long way, there are still issues to deal with. We thank sincerely those who had the courage to come forward and share their experiences.Brutal initiation rituals were found to be considered normal practice and right of passage in many stables.

"It is also clear the ATA, an industry body representing licensed trainers, has a vital role to play helping educate our members on their responsibilities as employers.
