The proposal comes after years of fighting between the bottling company and residents who want to protect the watershed and see it restored to its natural state. Activist Bridger Zadina drinks spring water flowing from a BlueTriton pipe in the San Bernardino National Forest on Monday, Sept. 18, 2023, in San Bernardino, Calif. As a part of their permit, the company is required to release a certain amount of spring water to serve wildlife in the area.

The entrance to a manufacturing facility for BlueTriton, the company that produces the widely-known Arrowhead brand of bottled water, appears on Friday, Sept. 15, 2023, in Ontario, Calif. The State Water Resources Control Board is expected to vote Tuesday on whether to issue a cease-and-desist order against BlueTriton. The order would prevent the company from drawing water from certain points in the San Bernardino National Forest.

Steve Loe, left, a retired U.S. Forest Service biologist, and Amanda Frye, right, look over binders of evidence on Friday, Sept. 15, 2023, in Redlands, Calif. The two have led efforts to stop BlueTriton, the company that produces the widely-known Arrowhead brand of bottled water, from drawing water from certain points in the San Bernardino National Forest. The State Water Resources Control Board is expected to vote Tuesday on whether to issue a cease-and-desist order against BlueTriton.

BlueTriton collected 68 million gallons of water in 2019 from the spring but only bottled about 10 million gallons , returning most of the rest to the watershed, the company said in an email. A portion of the water the company collected was also channeled to a Native American tribe under a longstanding agreement.
