CEBU CITY — The Cebu City Council rejected a proposal to revoke the reclassification of the Carbon Public Market from institutional to commercial zoning despite strong opposition from market vendors.

The council upheld its earlier decision to approve the reclassification which paves the way to the construction of the Carbon Market Redevelopment Phase 1B.On Dec. 11, councilor Nestor Archival moved to recall and revoke previous resolutions that allowed for the change in zoning, citing lack of consultation with vendors and the absence of a public hearing.

Councilor Jerry Guardo, a proponent of the reclassification, defended the decision, stating that the market's operations have already transitioned to commercial activities, such as the presence of wet and fruit markets, which should align with the commercial zoning.He emphasized that the city's ownership of the lots and the Joint Venture Agreement with Megawide would ensure that the vendors' rents would not increase significantly.
