But now, changes are finally on the way months later than originally planned. In September, PennDOT stated that construction at the East Market and Harrison Streets intersection would start in the fall. 'I waited, waited — and then nothing happened,' said Jin Jou Meighen, owner of Gem Boutique on East Market St.It's a concern for nearby business owners like Meighen, who have seen cars repeatedly crash through East Market and Harrison Streets.
'If we have an accident again, then what? If people happen to be walking by and then get hit, then what?' said Meighen. That's why we went to PennDOT. Dave Thompson, the district press officer, said the delay was caused by documentation during the design process, so we asked more questions. 'Can you tell us what types of documents you're talking about that may have caused this holdup?' asked CBS21's Maxine Rose. 'I don't know specifically,' said Thompson. 'It had something to do with the documentation that delayed us from being able to bid the project in September.''Sometimes the consequences are minimal, especially if a project is a bit late in the year and the contractor doesn't expect to begin construction until the spring. But other times, it can delay the start of the construction as it did in this case here,' Thompson responded. PennDOT confirmed with CBS21 News that the number of reported crashes at the East Market and Harrison intersection is higher than expected when compared to similar intersections.'It did get delayed, but these things like this don't happen overnight. There is a process that we have to go through,' said Thompson. 'I just want to reassure the folks that live out there and use that road that we are gonna get this project done.'They did not get back to us with those details
