Senator Sherwin Gatchalian is advocating for the establishment of Business Permit and Licensing Offices (BPLOs) in all local government units (LGUs) across the Philippines. He contends that having a BPLO in each LGU would simplify business transactions and make government services more readily available to entrepreneurs.
'By setting up a BPLO in every LGU, we create a one-stop shop for business-related transactions, lessening the burden on our entrepreneurs and making government services more accessible and systematic,' he explained. 'It complements the spirit of the Ease of Doing Business Act, which laid the groundwork for efficient service delivery,' added Gatchalian, a co-author of Senate Bill 1278 or the BPLO Act. Drawing on his experience as mayor of Valenzuela, he recalled the difficulties residents encountered in obtaining business permits. Gatchalian believes that institutionalizing BPLOs will foster a more inviting environment for businesses, particularly in non-urban areas. 'LGUs need to be prepared and equipped to respond promptly and effectively to investor needs, especially small businesses and startups, to help create employment opportunities for our people and support economic growth,' Gatchalian emphasized.
