A parcel of government land located in the highly-commercial Eastwood Center in Quezon City was found by the Commission on Audit to have been sold under anomalous circumstances, thus, raising a legal question on whether or not a cancelation of the sale should be initiated.

This developed after the three-man COA-Commission Proper, affirmed the issuance of a Notice of Charge in connection with the “under-collection of P31,222,875” committed by the Appraisal Committee on the Department of Environment and Natural Resources when it sold the property prior to May 2012.

Sale of government land done under anomalous circumstances gives the state the right to recover the sold property, the agency said. “The COA-CP said that since the decision to affirm the Notice of Charge is already final and executory, “the decision can no longer be altered or modified in any respect.”
