A corruption investigation has found "significant organisational failings" at the Department of Education and Training after an IT manager misused his position to direct $14 million worth of work to a company he owned, over a 13-year period.

The investigation also uncovered serious failures of supervision within the department, which allowed the project manager to benefit from his position for more than a decade. "Managers were aware of the project manager's conflict of interest, yet they failed to take meaningful steps to remove that conflict or to effectively manage his conduct."

His managers at the department described him as an exceptional project manager with a reputation as a "go-to guy".
