The National Action Plan needs to be implemented across all government departments to combat xenophobic violence. And that includes the Gauteng provincial government, whose Township Economic Development Bill unfairly discriminates on the basis of nationality and citizenship and clearly demonstrates how much work needs to be done at all levels of government.
