AGC survey: Public projects seen as bright spot for 2023

It's widely expected across the U.S. construction industry public-sector projects will help fill an expected gap from the private side this year, but more clarity is being sought for major federal legislation and spending earmarked for infrastructure projects.

In fact, there were positive readings of 42% in the survey for both highway and bridge construction and transportation projects, while 38% of contractors reported feeling positive about sewer and water construction projects this year, closely followed by federal projects at 37%.And although the industry appears hopeful for work in the public and some private sectors, the overall sentiment this year is less optimistic than 2022, AGC of America found.

Sandherr said there are questions specifically around the Build America Buy America Act, passed as part of the November 2021 infrastructure bill. The act includes a domestic content procurement preference that requires iron, steel and manufactured products, and construction materials used in covered infrastructure projects, to be produced in the United States.

Additionally, he said, the Biden administration should make it easier for the industry and institutions to establish and be registered as an apprenticeship program to meet federal requirements.
