Colleges are cutting deep ahead of an enrollment cliff. Here's what will happen next.

They aren't alone. Colleges and universities across the country are downsizing — and it’s community colleges that are cutting the deepest, according to an analysis of Department of Education data byOverall, the total nonmedical school workforce across all colleges and universities in the United States fell from 3.55 million in fiscal 2019 to 3.42 million in fiscal year 2022. That amounted to a 2.7% decline and about 142,676 positions. More than 64% of those cuts were at community colleges.

But at community colleges in particular, there were few areas left untouched by job cuts. Two-year schools took an axe to instructional staff, cutting more than 50,000 mostly part-time positions, along with close to 17,000 in office and administrative support positions. Cuts also hit librarians, business and financial operations workers, sales, and community, legal and social services workers.

“We [nearing] what we call the demographic cliff in 2026. We have already began to see that,” Wallace said. “We are getting close to that edge right now. In certain parts of the country, we have already seen significant decreases in enrollment.” There is a strong belief at any particular college that they just need to outrecruit and outcompete other schools to keep their own growth going, Wallace said.

"You have all these pretty costly private schools competing for students,” Tomar said. “In my view, you have universities that are in a competitive atmosphere, so the interests become less academic and more about what the consumer is looking for and how do we serve that interest?”
