The startup, which according to U.S. court records is partly owned by the businessman, sued Mexico’s federal government for $2.4 billion this year after Mexico City canceled a contract it won at auction to develop a ride-hailing smartphone app for the city’s 140,000 licensed taxis.

Court action pits Ricardo Salinas Pliego against the government of President Andrés Manuel López Obrador, with whom the businessman has allied.
