Aebig noted about 60 per cent of city costs are tied to payroll, and pointed to data showing the number of city employees grew by more than 10 per cent since 2017. He said wage growth is also concerning for anyone hoping to see smaller municipal tax hikes; more city workers than ever now earn more than $90,000 a year.

Ward 5 Coun. Randy Donauer praised city staff for having the foresight to start planning for financial effects of COVID-19 in the early days of the pandemic; those plans have made significant sums available to offset lost revenues and higher costs. Saskatoon’s attainable housing program received the only direct new funding out of property taxes added to the adjusted budget: a $100,000 increase to a previously funded contribution of $350,000.
