Water And Sanitation Minister Pemmy Majodina wants legislation to be amended to give the national department stronger powers to intervene when local authorities fail to provide water.This is after the dam wall was raised by 7 metres at a cost of R820 million. This dam provides water to the north of Durban – including areas like Phoenix, Verulam and oThongathi.
These areas have been without water for long periods after the floods in 2022, prompting interventions by the previous water minister. Majodina says larger dams need to go hand in hand with the maintenance of municipal water infrastructure. “We must be able to have some powers to intervene. At the moment Section 27 of the Constitution gives municipalities the right to the provision of water, which we respect. But that very section says we can intervene, but our intervention is not absolute.”
