Park Avenue business files lawsuit over 'pay-to-park' lot

Rochester, N.Y. — A dispute over a parking lot policy in one of the city's most popular and vibrant neighborhoods is now heading to court.

The lawsuit also states that current customers have ended their membership rather than contending with the cost to park. "I think you are trying to bring people into the city, and try to make it a welcoming environment, and I believe by doing what they did, it takes a little bit away from that," Nemirovsky said.
