In an interview with SABC News, he has clarified that the suspects were arrested for being in illegal possession of a chemical.

Motsoaledi says his department is conducting forensic tests on the confiscated chemical to determine whether it is in fact linked to the deaths of the learners. “So what is left is for the samples which are being analysed to be linked to specific spaza shops and be linked to the snacks that the children have consumed. So that link is the one that is left but for now we have got clues and the spaza shops that confirmed that they are buying a chemical and we went to the people who are selling the chemical and we found the chemical and they were arrested. Now we need a link that includes post mortem results of course.
