Guterres warned that the consequences of the laws’s implementation would have devastating consequences for Palestinian refugees in the Occupied Palestinian Territory, calling it unacceptable.Guterres said he was deeply concerned by the adoptions in the Knesset, laws that if implemented could likely prevent UNRWA from continuing its essential work in the Palestinian Territory, including East Jerusalem.
He reminded Israel that the General Assembly mandated the Agency, but Israel’s Government argued the legislation was justified, alleging the involvement of UNRWA personnel in the October 7 attacks by Hamas. Guterres said national legislation could not alter Israel’s obligations under the UN Charter or international law, warning that the implementation of the new laws would be detrimental to resolving the long-standing conflict, calling UNRWA indispensable.
