The Biden administration declared on Tuesday that a Sudanese paramilitary group and its proxies are committing genocide in a civil war with the country's military, which has killed tens of thousands of people. Secretary of State Antony Blinken stated that the conflict, which began nearly two years ago and is considered the world's biggest current humanitarian catastrophe, had escalated beyond a war crimes and ethnic cleansing determination he made in December 2023.
Blinken said that based on more recent reporting, he found that the Rapid Support Forces group is committing genocide. He cited reports of systematic killings of men, boys, and infants based on ethnicity, as well as targeted rape and sexual violence against women and girls from certain ethnic groups. Blinken also accused the RSF and allied militias of attacking fleeing civilians, preventing access to aid, and murdering those escaping the conflict. The genocide determination itself has no legal implications, but it was accompanied by Treasury Department sanctions against RSF leader Mohammad Hamdan Daglo Mousa (Hemedti) and seven RSF-owned companies in the United Arab Emirates. These companies include one involved in gold likely smuggled out of Sudan. The UAE, a U.S. ally, has been repeatedly accused of arming the RSF, a claim it denies despite evidence to the contrary.
