The move is particularly striking because it risks damaging relations Saudi Arabia, with which it has enjoyed a strong diplomatic and trading relationship. Is this really a new plan? It's been in the works since ~2012 due to Billbrowder's work on the matter. Let's give credit where credit is due, and I don't think it's with BorisJohnson
