Democrats and Republicans may not agree on aid for the unemployed or for states and cities, but they do agree that small and mid-sized businesses need more help.

was proposed back in May by Sens. Todd Young and Michael Bennet as a broader alternative to the Paycheck Protection Program, which at the time they said was insufficient for the needs of the small and mid-sized businesses hit hardest by the coronavirus pandemic.

The PPP, on the other hand, originally provided two year loans for businesses with up to 500 employees, with forgiveness tied to quickly hiring back all workers . The RESTART Act is targeted towards the businesses that have been hit hardest by the economic slowdown, so the amount of loan forgiveness would depend on the amount of revenue the recipient has lost.
