More than likely as in MOST large construction projects Balwin will manage the contract, appoint hundreds if not thousands of sub contractors who in turn will employ thousands of artisans and laborers. Balwin will be lucky to net 10%.

What process was followed to reach to this decision to appoint Balwin Property? Was there a tender advertised? How many bidders were evaluated & what was the criteria used to disqualify other bidders. So many questions need to be answered before this project can commence?
I think the appointment of Balwin Properties alone on such a huge government project is another 2010 price fixing scandal? The President & those in government involved on this project must do a self-introspect.
