In 2008 the Chinese had a dairy health scandle, and to this day most don't trust dairy products made in China. I'm not saying that this is right, but it's not without reason.
Then limit the purchases to 1 tin per purchase. If they are caught sending this abroad then they should be arrested for not having an export license and deported. Very simple.

We had the same issue 11 years ago and would have to go all over Melbourne to get formula. They’ve done nothing about it. They won’t.

Impossible to stop them buying as you don't know who is a buyer seller and who is buying for their baby unless you see them actually selling it. They do come in groups and even when not on shelf they buy it online and pay by gift cards. They dont give a shit about others needs.
