Applications for U.S. unemployment benefits fell last week, consistent with a labor market that remains resilient

Correct me if I'm wrong, but doesn't a reduction in jobless claims need to be coupled with a rise in the Labor Force participation rate for that stat to be interpreted as written? simply states that Jobless Claims are a 'proxy for layoffs', which is an oversimplification.
