Jersey City appointed its third business administrator in three years, Francine Luce, after its most recent administrator resigned.

Francine Luce, the assistant business administrator for the past two years and a former Middle School 40 principal, will be the new acting business administrator, the district’s superintendent confirmed.

The Board of Education unanimously approved Luce’s new $204,035 salary Wednesday, about a $10,000 increase from her salary as assistant, said Superintendent Norma Fernandez.The business department has been in the spotlight since an audit showed routine financial mismanagement in the 2021-22 school year, resulting in waste the district has since worked to rectify, beginning with its decision to not renew its contract with then-business administrator Regina Robinson.

Her successor, Dennis Frohnapfel, who served on an “acting” basis, submitted his resignation notice Oct. 30. His final day was Nov. 15. It seemed odd that the board approved a new, one-year contract the same night Frohnapfel resigned, but school board President DeJon Morris said it had to be approved to pay Frohnapfel through Nov. 15.
